There are three important factors in order to have sand dunes: sand, high winds, and location. The area near Kanab, Utah, USA carries all of them, but the most important is a notch between two mountain (Moccasin and Moquith) that allows wind to increase its speed, so it is able to carry grains of sand from the eroding rock.
